Informacja dla kierowników grantów - planowanie rekrutacji

Stypendium naukowe zaplanowane w niektórych programach grantowych/projektowych może być wypłacane jako stypendium doktoranckie doktorantowi Szkoły Doktorskiej UR przyjętemu do realizacji grantu.  

Rekrutacja na te miejsca odbywa się oddzielnie od podstawowej rekrutacji do Szkoły Doktorskiej, tzn. że kandydat musi przejść pozytywnie proces rekrutacji do Szkoły Doktorskiej UR oraz proces rekrutacji do grantu. Postępowania rekrutacyjne do grantów odbywają się według indywidualnych harmonogramów, przed lub w trakcie trwania podstawowej rekrutacji do Szkoły Doktorskiej UR.

 

Postępowanie konkursowe

  1. Konkurs o przyjęcie doktoranta i finansowanie stypendium doktoranckiego w ramach grantu/projektu przeprowadzany jest na podstawie:
    • regulacji związanych ze źródłem finansowania (np. regulaminu konkursów NCN) oraz
    • Uchwały Senatu Uniwersytetu Rzeszowskiego w sprawie zasad i trybu przyjmowania do Szkoły Doktorskiej w Uniwersytecie Rzeszowskim.
  2. Konkurs na finansowanie stypendium doktoranckiego w ramach grantu przeprowadza Szkoła Doktorska UR na wniosek i w porozumieniu z kierownikiem grantu. Kierownik kontaktuje się z sekretariatem Szkoły Doktorskiej (szkoladoktorska@ur.edu.pl, tel. +48 17 872 1207), ustala szczegóły m.in. związane ze stypendium oraz przekazuje:
    • ogłoszenie konkursowe w języku polskim i angielskim (należy przesłać również e-mailem w formie edytowalnej):
      • w języku polskim: ogłoszenie konkursowe – wzór
      • w języku angielskim: PhD call for applications – form
    • wniosek o powołanie komisji rekrutacyjnej: powołanie komisji rekrutacyjnej do grantu – formularz wniosku
  3. Konkurs o przyjęcie doktoranta do realizacji grantu i finansowanie w jego ramach stypendium naukowego/wynagrodzenia, które nie może być uznane za stypendium doktoranckie przeprowadza Dział Nauki i Projektów UR na wniosek i w porozumieniu z kierownikiem grantu.

 

Stypendium naukowe a stypendium doktoranckie

  1. W przypadku, gdy zasady konkursu grantowego lub programu/przedsięwzięcia przewidują możliwość pokrycia kosztów stypendium doktoranckiego, wówczas za dopuszczalne należy uznać wypłatę stypendium doktoranckiego ze środków finansowych grantu przeznaczonych na stypendium naukowe.
  2. Część konkursów (np. OPUS, SONATA BIS) umożliwia wnioskowanie o stypendium naukowe. Stypendium to przeznaczone jest dla doktorantów, a więc dla osób, które już są w szkole doktorskiej. Aby na tej podstawie przyjąć nowego doktoranta, należy uznać to stypendium naukowe za stypendium doktoranckie. NCN dopuszcza takie rozwiązanie.
  3. Należy jednak pamiętać, że stypendia bezpośrednio otrzymane przez doktoranta, których zasady nie umożliwiają wypłaty stypendium doktoranckiego ze środków przyznanych w ramach danego zadania (np. w konkursie ETIUDA), nie mogą zastępować stypendium doktoranckiego. Tym samym należy przyjąć, że stypendia doktoranckie – w przypadku doktorantów, którzy uczęszczają do szkoły doktorskiej – oraz ww. stypendia o charakterze stypendium naukowego i inne stypendia otrzymane przez doktoranta bezpośrednio od innych podmiotów będą się kumulować.
  4. W przypadku środków z innych źródeł należy upewnić się, czy procedura uznania stypendium naukowego za stypendium doktoranckie nie jest zakazana.
  5. Stypendium doktoranckie jest nieopodatkowane, ale niezależnie od źródła jego finansowania, jest objęte obowiązkowym ubezpieczeniem emerytalno-rentowym i wypadkowym, co oznacza, że kwota stypendium wypłacana doktorantowi będzie pomniejszona o te składki.

 

Stypendium doktoranckie

  1. Planując stypendium doktoranckie w przygotowywanym projekcie grantowym należy pamiętać, że stypendium w Szkole Doktorskiej jest obłożone obowiązkowymi składkami ZUS, przysługuje doktorantowi na 4 lata i wynosi co najmniej:
    • przez pierwsze dwa lata 37% wynagrodzenia profesora - do miesiąca, w którym została przeprowadzona ocena śródokresowa (ocena śródokresowa przeprowadzana jest w czwartym semestrze kształcenia);
    • przez kolejne dwa lata 57% wynagrodzenia profesora - po miesiącu, w którym została przeprowadzona ocena śródokresowa;
    • doktorant/ka posiadający/a orzeczenie o niepełnosprawności, orzeczenie o stopniu niepełnosprawności albo orzeczenie, o którym mowa w art. 5 oraz art. 62 ustawy z dnia 27 sierpnia 1997 r. o rehabilitacji zawodowej i społecznej oraz zatrudnianiu osób niepełnosprawnych, otrzymuje stypendium doktoranckie w wysokości zwiększonej o 30%.
  2. Stypendium doktoranckie w grancie może być wyższe. Z perspektywy przepisów obowiązujących w Szkole Doktorskiej UR nie ma górnej granicy. Takie granice stawia za to np. NCN.
  3. Doktorant będzie otrzymywał stypendium wypłacane przez uczelnię dopiero od momentu podpisania umowy stypendialnej, którą poprzedzić musi ogólna umowa o finansowanie (między fundatorem grantu a uczelnią) i rekrutacja do grantu. Z tego powodu warto zaplanować rekrutację z wyprzedzeniem, aby doktorant mógł dostać stypendium już od pierwszego miesiąca. Stypendium wypłacane jest „z dołu”, tzn. w ostatnim dniu miesiąca.
  4. Wzór umowy grantowej – umowa może się różnić szczegółami w zależności od konkursu

 

Kształcenie doktorantów, którzy realizują swój projekt w ramach grantu

Doktoranci zrekrutowani drogą grantową stają się pełnoprawnymi doktorantami w Szkole Doktorskiej UR ze wszystkimi prawami i obowiązkami. Realizują ten sam program kształcenia co pozostali doktoranci. Są zobowiązani do uczestnictwa w zajęciach dydaktycznych oraz realizacji indywidualnego planu badawczego.

Information for grant managers - recruitment planning

A scholarship planned in some grant/project programs may be paid as a doctoral scholarship to a doctoral student of the UR Doctoral School accepted for the grant.

Recruitment for these places takes place separately from the basic recruitment to the Doctoral School, i.e. the candidate must pass the recruitment process to the UR Doctoral School and the recruitment process for the grant. Recruitment procedures for grants take place according to individual schedules, before or during the basic recruitment to the UR Doctoral School.

 

Competition procedure

  1. The competition for the admission of a doctoral student and financing a doctoral scholarship under the grant/project is run on the basis of:
    • regulations related to the source of funding (e.g. rules of NCN competitions) and
    • the Resolution of the Senate of the University of Rzeszów on the rules and procedure of admissions to the Doctoral School at the University of Rzeszów.
  2. The competition for financing the doctoral scholarship under the grant is run by the UR Doctoral School at the request and in consultation with the manager of the grant. The head contacts the secretary’s office of the Doctoral School (szkoladoktorska@ur.edu.pl, (tel.no. +48 17 872 1207), determines the details including those related to the scholarship and provides:
    • a competition announcement in Polish and English (should also be sent by e-mail in editable form):

    • an application for the appointment of a recruitment committee: appointment of a recruitment committee for a grant – application form
  3. The competition for the admission of a doctoral student to the implementation of a grant and financing under it a scholarship/remuneration that cannot be considered a doctoral scholarship is run by the Department of Science and Projects of the UR at the request and in consultation with the grant manager.

 

Academic Scholarship vs. Doctoral Scholarship

  1. If the rules of the grant competition or program/undertaking provide for the possibility of covering the costs of the doctoral scholarship, then the payment of the doctoral scholarship from the grant funds intended for the academic scholarship should be considered acceptable.
  2. Some of the competitions (e.g. OPUS, SONATA BIS) allow you to apply for an academic scholarship. This scholarship is intended for doctoral students, i.e. for people who are already in a doctoral school. In order to accept a new doctoral student on this basis, this academic scholarship should be considered a doctoral scholarship. The NCN allows for such a solution.
  3. It should be noted, however, that scholarships received directly by a doctoral student, whose rules do not allow the payment of a doctoral scholarship from funds granted as part of a given task (e.g. in the ETIUDA call), cannot replace a doctoral scholarship. Thus, it should be assumed that doctoral scholarships – in the case of doctoral students who attend a doctoral school – and the above-mentioned scholarships which are of an academic/scientific nature  and other scholarships received by the doctoral student directly from other entities will accumulate.
  4. In the case of funds from other sources, it is necessary to ensure that the procedure for recognizing an academic scholarship as a doctoral scholarship is not prohibited.
  5. The doctoral scholarship is tax-free, but regardless of the source of its funding, it is covered by compulsory pension and accident insurance, which means that the amount of the scholarship paid to the doctoral student will be reduced by these contributions.

 

Doctoral Scholarship

  1. When planning a doctoral scholarship in the prepared grant project, it should be remembered that the scholarship at the Doctoral School is subject to mandatory ZUS (Social Insurance Institution) contributions; a doctoral student is entitled to the scholarship for 4 years and amounts to at least:
    • for the first two years, 37% of the professor's salary - up to the month in which the midterm evaluation was carried out (midterm evaluation is carried out in the fourth semester of education);
    • for the next two years, 57% of the professor's salary - after the month in which the midterm evaluation was carried out;
    • a doctoral student who has a certificate of disability, a certificate on the degree of disability or a decision referred to in Article 5 and Article 62 of the Act of August 27, 1997 on vocational and social rehabilitation and employment of people with disabilities, receives a doctoral scholarship in the amount that is increased by 30%.
  2. A doctoral scholarship within a grant may be higher. From the perspective of the regulations in force at the UR Doctoral School, there is no upper limit. Such boundaries are set, for example, by the NCN.
  3. The doctoral student will receive a scholarship paid by the university only after he/she has signed a scholarship contract, which must be preceded by a general contract for financing (between the funder of the grant and the university) and recruitment for the grant. For this reason, it is worth planning recruitment in advance so that the doctoral student can get a scholarship from the first month. The scholarship is paid "in arrears", i.e. on the last day of the month.
  4. Grant contract template – the contract may vary in details depending on the competition.

 

Education of doctoral students who complete their project as part of a grant

Doctoral students recruited through a grant become full-fledged doctoral students at the UR Doctoral School with all their rights and obligations. They follow the same educational program as other doctoral students. They are obliged to participate in didactic classes and implement an individual research plan.
